City animal-control ordinance improved by council

Newark City Council did a good thing when it amended the animal-control ordinance in a way that will allow the city to bring charges against owners of vicious animals.

The tougher the better, in my opinion. People who own vicious or potentially vicious animals have in their possession things that equate to lethal weapons that are loaded and cocked. It doesn't matter that they are called "pets."
