If I were a city employee I would unhappy with the fact that my human resources office is being run for the convenience of management. Though it has two employees, the doors are shut and the phones unanswered each Tuesday and Thursday. The HR employees say, I'm told, that they need time behind closed doors to keep up with the work.
If I were a city employee I would be asking what office is there anywhere that doesn't have an over-abundance of work? And I would ask what other offices are there that can simply shut the door to folks who are relying on them? I would likely conclude that you won't find many, if any, in the real world.
It seems to be past time for media to begin a public dialog on this. Once that's done, the citizens of Newark will see in this instance a reaffirmation of the need to hire a city manager and to sideline the politicians with management aspirations but no talent.
